US Fed Properties Public Buildings Service Overview
us fed propertiesGSA provides workspace for more than 1.2 million federal workers through its Public Buildings Service. Public Buildings Service’s (PBS) stated mission is to “provide superior workplaces for federal customer agencies at the best price to the American taxpayer”. PBS is the largest public real estate organization in the country with a workspace inventory consisting of over 352 million square feet in 2,200 American communities. About 51% of this workspace inventory resides in over 1,500 government-owned buildings. The remaining 49% resides in 7,100 privately owned leased facilities. All PBS assets are deployed in two fundamental activities: space acquisition through new construction or leasing and life cycle asset management of the acquired space.

Space acquisition is a project management activity which starts with translating a customer agency's space needs into specific requirements.  The necessary resources are then assembled to fulfill those requirements provided by the customer agency. PBS manages the project to completion and delivers the workspace to the tenant agency.

Life cycle asset management is a comprehensive activity consisting of the following components:

  • physical supervision of the buildings in the federal government portfolio;
  • fulfillment of contractual obligations to its customer agencies;
  • ensuring continual asset management of the acquired space;
  • ensuring continuity of operations of the space;
  • determining appropriate investment in maintaining a property, and;
  • determining the timing and method of disposition of an asset.

Besides leasing space to federal customer agencies PBS is responsible for repairs, alterations, and renovations of existing facilities. The disposition of property for GSA and for other federal agencies is also conducted by the agency. PBS is also the primary collection agency for rent from federal tenants. All rent is deposited into the Federal Buildings Fund which is the principal funding mechanism for PBS. The agency delivers its real estate services through eleven regional PBS offices located in major metropolitan centers across the country.

PBS also engages private sector architects, construction managers, private developers and engineers to design and build a variety of workspace around the country, including courthouses, border patrol stations, federal office buildings, laboratories, warehouse and storage, clinics, and data processing centers.
